After you've finished building the Hostess, she will provide a 20% bonus boost for all XP earned when cooking or serving dishes. Once the Hostess is discharged, you will need to recharge her.
Keep in mind that you will not receive the bonus if the Hostess is stored. The charge timer will continue to count down regardless of whether the Hostess is in your cafe.
